  Active blur for Quicklists and Tooltips is not working again

Bug description:
  Active blur for Quicklists and Tooltips were recently fixed, but a
  recent changed regressed that again.  The offending commit is
  http://bazaar.launchpad.net/~unity-team/unity/trunk/revision/3515 in
  the unityshell.cpp file.
