So I'm seeing two separate requests here:

1. The icons should do a better job of showing the battery charge, and

2. It would be nice to show the battery percentage next to the icon

These have been addressed in  bug #824629 and bug #811777.

Happily, both of these are fixed for 13.10.

Status in “indicator-power” package in Ubuntu:

Bug description:
  The battery indicator is imprecise and shows a full battery icon even
  while the battery is much less than full. Since the small number of
  icons doesn't provide much granularity, it should provide the option
  (or show by default) the remaining battery capacity (as a percentage)
  in addition to or instead of the estimated time remaining.
