alt-tab switches workspaces to focus apps, but shouldn't

Bug description:
ALT+TAB in 13.10 is broken, a regression. If you have apps open on
workspace 1 and workspace 2, then alt-tabbing can take you from
workspace 1 to workspace 2, when it shouldn't.
Steps to reproduce.
On workspace 1, open terminal, multiple browser (chromium in my case) windows, leave terminal focussed
On workspace 2 also open a terminal and multiple browser windows. Leave browser focussed
Use CTRL+ALT+ARROWS to switch back to workspace 1
Use ALT+TAB to switch to the browser on workspace 1
You end up switching to workspace 2
Expected results (and what happens on previous releases)
You stay on workspace 1 and switch to another app/window
See video at :- http://www.youtube.com/watch?v=BubHhtqFUlc
Note from Design: alt-tab *should not* move the user between
workspaces. It should only show the apps/windows open on the current
workspace.
