[Bug 1235264] [NEW] [Touch] tapping "settings..." can open a second settings app

TEST CASE:
1.  Open ubuntu-system-settings
2.  Open indicator-location
3.  Tap "Location settings..."
4.  Location settings should open
5.  Swipe away settings app

ACTUAL RESULT
Home scope will show two settings apps open

Only one settings app is open
