after a update the clock is displayed and the time and date settings are
editable -> seems fixed

Bug description:
After installing the beta of saucy, I realized that no clock is displayed in the top, right corner. So I checked the "time and date" settings. There the display clock option is set.
An other problem is that the time and date settings are locked.
Both can be seen on the attached screenshot.
Expected behaviour:
1. The clock is displayed in the top, right corner.
2. The time an date settings are editable.
