Bug description:
  When notify-osd is running it hijacks kde notifications and routes them through notify-osd to improve user experience, you can see that by running
    kdialog --title hola --passivepopup hola 2
  on a shell when notify.osd is running.

  The problem is that if notify-osd is not yet running (i.e. you just
  started the session), that command or any kdelibs based application
  that shows a notification will get the standard KDE passive popup.

  It is quite confusing because then someone notify-osd will start (e.g.
  you change the volume using the panel and the mouse wheel) and then
  the notifications that were coming through KDE passive popup come
  through notify-osd
