Bug description:
  1) Drag a launcher icon from the launcher and leave it in its original position
  2) Press the Escape key
  3) Release the mouse button

  Expected behavior:
  4) The icon is not activated

  Actual behavior:
  4) The icon is activated once the mouse button is released
