Title:
disabling bluetooth makes battery's setting switch to hide

Status in “indicator-bluetooth” package in Ubuntu:
  Fix Released
Status in “ubuntu-system-settings” package in Ubuntu:
  In Progress

Bug description:
That's an issue on the touch image, the system-settings' battery code
used the enable/disable switch from the indicator over qmenumodel, or
the indicator is hidden when bluetooth is off, which leads to the UI
dropping from the settings as well

We should probably export another widget for the settings to use
