But... you already have the ability to go through and enable or disable
any or all remote scopes individually through the dash by clicking on
their enable/disable button in the filters pane.  What is missing?

Bug description:
  As it stands now you only have "remote-content-search" 'all or 'none'
  That seems overly permissive or restrictive
  Users  should have the choice to allow some scopes to do remote searches & disallow others as they see fit.
