Yes, the the strut-dimension being updated (once the panel shows up) is
the most likely cause for this placement-calculation glitch.

Bug description:
How to reproduce :
1- Start ubuntu
2- Unplug the network cable or shutdown the wifi
3- The network bubble will be displayed
4- Start reducing the brightness while the the network bubble is displayed
In my opinion this happen because the first time the network bubble
were displayed the calculation of the top margin where made while
there was no panel because ubuntu was just starting, and the
brightness bubble were displayed after the panel were displayed and
top margin has changed.
