Title:
Alt-Tab should not be transparent in Low GFX Mode

Status in Unity:
  Triaged
Status in “unity” package in Ubuntu:
  Confirmed

Bug description:
In Unity's low gfx mode, the dash transparency and blur is [correctly]
disabled. However the alt tab switcher *only* has the blur disabled
but is still transparent. This makes for severe readability and
usability issues because the text becomes very unreadable when there
is "busy" stuff under the alt tab switcher. In Low GFX mode the alt
tab switcher should be opaque like the dash.
