Application menu doesn't show up on Alt

Status in Unity GTK+ module:

Status in “unity” package in Ubuntu:
  Invalid
Status in “unity-gtk-module” package in Ubuntu:

Bug description:
I have default global application menu and when I press <Alt> nothing
happens. I expect to menu appear instead of application title.

Hot keys like <Alt>+<f> do work, but global menu remains hidden and
  popups appear misplaced, see screenshot.

Bug appeared after upgrade to 13.10, global menu used to work as
expected in earlier ubuntus. I also tried a fresh install of saucy in
virtualbox, it has the same bug.
