  appears muted for a few seconds during login

Status in “indicator-sound” package in Ubuntu:
  Fix Released

Bug description:
  When logging in, the sound indicator initially appears muted, before
  it shows the correct volume.

  The login manager (lightdm) showed a volume control (which was not
  muted).  Also in the login manager, I had working sound from the Orca
  Screen Reader.
