Experiencing same bug. Clean Ubuntu 13.10 on Sony Vaio Pro Haswell and
Sony Xperia Z1 phone.

Bug description:
  I'm using 13.04 and i can't send file from my netbook to my phone via
  bluetooth. Worked on 12.10 (I use Lenovo 3000 N200) after installing
  Blueman Bluetooth Manager problem solved.
