This is likely the known problem reported in bug #1199877 and has
probably already been addressed.  Please update to the currently
available package versions in Ubuntu 13.10 and let us know if this fixes
the problem for you.

  Menu response is very very laggy....

Status in “unity” package in Ubuntu:

Bug description:
  When trying to use a menu, often the interface does not respond to
  clicks on the menu.  If I keep trying after a while, (sometimes as
  much as a minute) it will respond.  The interface is responsive to
  other things.
