  notification popups/baloons get blurred instead of transparent on

Status in “notify-osd” package in Ubuntu:

Bug description:
  You know those baloons which appear on the upper-right corner of the
  screen when you are notified of something (e.g. network manager
  generates one of these when connection is established or lost;
  thunderbird generate one when you receive emails, etc).

  When you move the cursor over such a popup, it should _disappear_ or
  become more _transparent_, so that you can see and interact with
  what's behind it. This is what used to happen with gnome (but when I
  used gnome I had compiz effects disabled).

  Instead, when you move the cursor over it, it becomes just _blurred_,
  as if being blurred would help you see through it, which it obviously
  doesn't. It doesn't become even the slightest bit more transparent,
  just blurred.

  Before I upgraded from 10.10, the popup used to disappear completely
  when I rolled over it, which was the most reasonable thing. However, I
  had compiz effects disabled, so I don't know if the blur-instead-of-
  transparency is a new wrong behaviour introduced in unity or if it has
  always been the (wrong) way it behaves with the effects turned on.
