[Bug 741202] Re: notification not blurred when mouse already in top right corner

The reason for the design decision is that you are likely to be unaware
that the pointer is inside the area where the bubble is appearing. The
pointer may not even be visible at the time, if a program has hidden it
for text input or video playback etc. And once you become aware of where
it is, it is simple to move the pointer out of the bubble then into it
again -- especially since it's fairly likely that moving the pointer was
how you became aware of its position in the first place.

This was implicit with a literal reading of the spec, but I've just made
it explicit.

Title:
notification not blurred when mouse already in top right corner

Status in Notify OSD:
  Invalid
Status in “notify-osd” package in Ubuntu:
  Invalid

Bug description:
the notifications will be blurred as soon as the mouse hovers them. which is a good thing, because you probably want to see the stuff under the mouse.
however if the mouse is already in the top right corner at the moment the notification gets displayed the notification will not blurr.

  reproduce:
   1. move the mouse to the top right corner
   2. produce some notification (e.g. change volume)
  expected behaviour:
   * a blurred notification

I'm using a fully updated ubuntu 10.10 machine.
