Title:
  Hud icon states are incorrect when displaying Hud on a monitor with no
  Launcher

Bug description:
  When using multi-monitors and having the Launcher only on the primary
  monitor, displaying the Hud on the monitor with no monitor sets the
  Hud icon with incorrect active and visible states.

  This causes an Autopilot test failure.
