Bug description:
In Ubuntu 13.04, the Bluetooth panel icon of the default bluetooth app
has a switch for turning Bluetooth on/off, but once you click it (to
turn BT off), the icon disappears.
One would expect the icon to remain, but just grayed out, and having
the switch in the menu in the off position (so that clicking it would
turn BT back on). Instead, to re-enable bluetooth, one must currently
open System settings and re-enable it from there.
