[Bug 362200] [NEW] fire at-spi events on notification body appends and replaces

When a bubble's contents are updated, either with an append or replace,
there needs to be an AT-SPI event fired so assistive technologies know
the bubble was updated.

The attached patch fires the 'object:property-change:accessible-
description' event whenever a body change occurs.
