[Bug 331344] [NEW] sometimes notifications are not on top of other windows

I noticed this while I was listening Rhythmbox which shows notifications when songs change.
Sometimes, the notification didn't show but when I minimized other windows it was there on the desktop, so it seems to me that the notification window is not set to be "on top"
