[Bug 334292] [NEW] New osd-notify notifications should not have an empty title

Binary package hint: gnome-settings-daemon
When sending icon-only or icon+value notifications to notify-osd, the title string should not be empty.
For example, if it is a volume indicator, it should send "Volume" as the title (translatable , of course).
