[Bug 387481] [NEW] Notifications are transparent if the mouse is in the top-right corner

You have been subscribed to a public bug:

When the mouse is in the top-right and a notification occurs, it's
virtually invisible, and therefore virtually impossible to notice. If
you're not running a compositing manager, the notifications are not
displayed *at all*.

This can range from a major annoyance (Ie, not being notified that
there's activity in an important conversation), to dangerous
(notification that your battery is low, or that your AC power has become
unavailable)

How to duplicate:

- Put your mouse in the top-right of the screen (where notifications occur)
- run the command:
    $ notify-send "hello"
(from package libnotify-bin, or cause a notification by any other means.)

Expected results:
- Notification is easily visible

Observed results:
- Notification is very faint, or not displayed at all (in the case of no compositing manager available)

** Affects: notify-osd (Ubuntu)
     Importance: Medium
     Assignee: Mirco Müller (macslow)
         Status: Fix Released
