  Add entries to the NEWS file

Status in “notify-osd” package in Ubuntu:
  Fix Released

Bug description:
  The news files should list the changes done in the releases. It
  currently just states that this is "the initial version", which makes
  it completely useless. Listing the changes is upstream's
  responsibility, and not the packager's.
