[Bug 1113417] [NEW] Multimonitor: notify-osd should use focus-follow as default and automatically display it's messages on the active monitor

[Problem]
Multimonitor users always miss notifications, because the default for multihead-mode is dont-focus-follow.
So if the user is working on his non-primary screen, the notifications will still pop up on his main screen.
[Solution]
Make multihead-mode focus-follow the default.
Since Precise (now on Raring) I have this mode enabled and it is working perfectly, it won't change a thing for single-head users, but will improve notifications massively for multihead users.
