[Bug 690238] [NEW] Clicking on chat message notification should bring up that chat window

When using the integrated chat empathy, i receive a new message and the
nice osd notification appears. It would save a lot of alt-tabbing to
click on the notification to bring up the chat window.

It could even be optional behavior where you could Ctrl-Click to open
the window. Either way it would save over 9000 clicks per year.
