Title:
Notification Bubble does not blurr if cursor is already positioned
  over bubble area

Status in “notify-osd” package in Ubuntu:
  Invalid

Bug description:
If I have my mouse cursor positioned where notification bubbles
appear, bubbles appear un-blurred until I move the mouse. New
notifications should appear blurred if the mouse cursor is already
  positioned where the notification appears.

Use case: I open the calendar by clicking on the date / time applet,
leaving the mouse cursor over the calendar area so it isn't obstructed
by notification bubbles while I type an email (not touching the
mouse). The bubble appears and blocks my calendar, even though my
mouse cursor is there and should make the notification blur. I have to
completely remove my mouse from the bubble and re-approach it before
  the notification will blur.
