  artifacts from re-sizing the panel in Unity - Ubuntu 13.10 64 bit

Bug description:
   affects Ubuntu/Unity

  Ubuntu 13.10 - 64 bit

  I re-sized my panel down to the smallest size (32) using the System
  Settings tool. I didn't immediately have an issue. I don't know how to
  replicate this problem. It showed up once before. I deleted my account and
  re-added it. The problem went away and then re-appeared.

  I was using the "Text Entry" settings to change my language to US
  International with dead keys and added

  GTK_IM_MODULE=cedilla
  QT_IM_MODULE=cedilla

  to /etc/environment and also added export GTK_IM_MODULE=cedilla to ~/.env
  when it suddenly re-appeared today. The vertical line is just to the right
  of the panel and is in the same place as the panel would be if I had left
  the panel at the default size.
