  Window spread of only 1 window is off centered

Bug description:
  I noticed when using the window spread, if there is only 1 application
  in the workspace, that window is off centered in the spread. If there
  are 2 or more windows in the workspace, the spread places the windows
  correctly.

  As a result, the 1 window is overlapping over the top panel.
