After further investigation, I have found there is a race condition
somewhere, which results in stale information about the dash with
regards to accessibility used by the screen reader. I am able to trigger
a refresh of the information after using some of the screen reader's
review features, and when doing so, I can navigate the results on the
dash without issue.

My investigation continues.

Bug description:
  using orca and navigating around the dash with the keyboard I hear the
  names of videos, shopping results, files and folders, application
  suggestions from the software centre, but not the very most important
  thing in the dash - applications installed that I might want to run.
