Title:
  Minimizing apps & launcher icon behavior

Status in “unity” package in Ubuntu:
  Confirmed

Bug description:
  Unexpected/unnatural behaviour - When having an app minimized in the
  launcher, clicking it brings it back to focus. One would expect that a
  second click would then bring it back to minimize again, however a
  second click has currently no effect.

  Observation:
  This is particularly unnatural when working with a touchpad. For instance, you have a pdf with some data open en you work in Libre office collecting some information out of the pdf. Once in a while you want to see the pdf, so you click on the icon to bring it to the front, you look, and then while your pointer is still there on the icon, you want to minimize it again, so more or less naturally you would like to click it again, but nothing happens. Instead you have to navigate your pointer separately to the three window-control buttons to minimize it again before being able to continue working. 

  Desired solution:
  1- First click on an icon opens the program and brings it to front.
  2- Second click on icon keeps the program open but minimizes it.
  3- Third click brings the open program back to focus.
  4- Fourth click minimizes it again.
  5- etc... 
  An added bonus of this would also be:
  - Opportunity of opening apps minimized by just double clicking the launcher icon (combination of points 1 & 2) . 

  Pros: Added functionality of launcher icons in parallel with what one expects. More natural & economic workflow. Less pointer movements. Being able to start an app minimized by just double clicking the icon: Currently no such feature is available (without installing devilspie) and this would be nice.
