Bug description:
  Steps to reproduce:
  0. Have menus to be in window title bars.
  1. Open a window that's maximized.
  2. Open and focus a window that's unmaximized.
  3. Use the controls in panel to close or minimize the maximized window.

  What happens: The title of the maximized window is still in the top
  bar.

  What should happen: The title should disappear.

  See the attached screenshot for a bogus 'Untitled 1 - LibreOffice
  Writer' in the panel.
