Title:
  When apps are started some have the close button and such under the
  upper bar

Status in “unity” package in Ubuntu:
  Confirmed

Bug description:
  The window from an opened app, for example virt-manager , the close and minimize button are under the upper bar in the screen.
  To reach it, I can use the alt key to drag the window down, but for a lot of new users this might be difficult, not knowing this.
  I noticed this with other apps to. 
  Seems to be some windowing issue thus I reported it against unity.
  I have this on multiple systems with various video cards.
