  [regression] no way to close tall windows as they appear below top
  panel

Bug description:
  Its a bad regression, when I open tall windows their title bar goes
  below the top panel. hence making it impossible to close the window
  with mouse, this is a problem for novice users on which I tested 14.04
  and puts a bad impression.
