No, unity and unity-greeter share the same settings. Just be sure to
change both the key "background" and "draw-users-backgrouds".

Bug description:
Since the final release of 14.04, a change was made to Unity to remove
the option to use the old LightDM locker, which removes the ability to
have a different backdrop while locked! This is a problem for a
corporate deployment!
In my office I cannot afford to have some outlandish backdrop
displayed on it's own while it's owner is not there, so I was using
the LightDM's login screen and lock to display the corporate
background... but now, I cannot... so currently I have to physically
switch off my screens when I leave my desk.
In all the devel versions until the final release version in 14.04,
you could select the locker and revert to LightDM from ccsm...
therefore allowing the option to have an alternate more corporate
backdrop for login screen and lock screen... I think this is quite
important in a corporate environment.
The background is set in dconf, as org.gnome.desktop.background
.picture-uri.... and that's great, but there is also
org.gnome.desktop.screensaver.picture-uri whcih isn't honoured...
perhaps the new lockscreen could honour this value if it points to
something which exists... the option could be exposed from the
settings for the lockscreen later if desired.
I'm not sure why the option to use the old locker was removed only at
the last second.
