Title:
  A program can start with it's title bar hidden behind the top bar

Status in “unity” package in Ubuntu:
  New

Bug description:
  On Ubuntu 14.04 LTS at least LibreOffice Writer and Gimp can start
  with their title bars hidden behind the top bar.

  See attached screenshots.

  Since the title bar is out of reach it's not obvious how to drag the
  window down if one does not know that you can alt drag windows to move
  them.
