  Windowed title bar is showing even when program is maximized

Status in “unity” package in Ubuntu:
  New

Bug description:
  In 13.10, every program I had maximized would lose the title bar and
  be merged into the global bar.  But certain programs (terminator,
  hexchat, thunderbird, virtualbox, spotify, etc... are not.  Programs
  with custom UI's seem to not be effected by this (PHPStorm, MySQL
  Workbench).  If you need any more information let me know.  Below is a
  link to an image showing what is happening.  That window is maximized:
