Bug description:
  Indicator applets cannot be moved around. This can be visually
  annoying and unsatisfying to users.

  Ideally, users should be able to move around applets on the top panel
  in the same way they can on the unity launcher. This is the expected
  behaviour and should remain consistent throughout.
