This one is killing me.  I also use 1366x768, but I remember seeing the
shortcut display once, so I couldn't figure out how I broke it!  Once I
saw this thread, I realized that I've only seen it on the TV display, so
I plugged in my HDMI cable to the big TV screen.  I still can't get it
to display.

I also think this is definately a bug.  Especially since it seems to be
inconsistent and confusing for the users.   At the very least its piss
poor design.

Bug description:
  I didn't find this bug in launchpad, I hope it hasn't been reported.
  Well this is quite simple, I don't have the new overlay picture in which unity shortcuts should be displayed.
  I'm under an updated ubuntu 12.04 Precise.

  I think it should because of my screen resolution : 1024*600
