Status in “indicator-session” package in Ubuntu:

Bug description:
Unlike other menuitems we can not suppress `suspend' menuitem in
indicator-session with an easy to maintain dconf key.
This appears to be important because we can no longer use policykit do
disable suspend. At present there is no easy way to disable
suspending on systems where users should not suspend, or where
suspend does not work.
In addition, the close proximity of `suspend', `log-out', and
`shutdown' items may lead to an unwanted suspend in those systems.
