I get this from some applications in Debian and gnome-shell. I assumed
it was an upstream GTK3 bug, but comment #4 says Chrome does it too, so
perhaps it's glib.

In any case I don't think the fault is with unity-panel-service or even
specific to Ubuntu.

  I'm seeing this warning in ~/.cache/upstart/unity-panel-service.log
  every now and again:
