Bug description:
  Alt+Tab is a keyboard shortcut for switching between applications.
  Alt+(button above Tab) is a keyboard shortcut for switching between
  windows of an application.

  Alt+Tab sometimes acts like Alt+(button above Tab).

  To reproduce the bug:

  1. Open an application (such as Nautilus).
  2. Open at least two windows of another application (such as Firefox).
  3. Use Alt+(button above Tab) to switch between the windows of the second application (Firefox).
  4. Use Alt+Tab to switch back to the first application (Nautilus).

  At step 4, Alt+Tab does not switch to the first application (Nautilus)
  as expected. It switches to the previously-used window of the second
  application (Firefox).

  This is not a desirable effect. Alt+Tab should only switch between
  applications, leaving Alt+(button above Tab) to do the switching
  between windows.
