  Can't dock windows to screen borders in 12.04 (regression)

Bug description:
  In Ubuntu 12.04 beta I can't dock window into border (moving window
  into border and this magnets to it and changes its size - for i.e. if
  I dock into right border, window will take a right half of screen).
  Now I need to change size of window and move it manually.
