  "Ubuntu Desktop" not shown in panel on login (inconsistent)

Bug description:
  When first logging in, nothing is displayed on the Unity panel.
  Clicking on the Desktop does not change this.

  However if you open an application, and close it, the panel now
  displays "Ubuntu Desktop" (and allows access to global menu).

  This is inconsistent.
