Bug description:
I have attach an external monitor to a laptop with build in touch
display. I have opened two windows with chrome browser and moved one
of them to the external monitor. When I touch the build in touch
display and move my finger around I am moving/touching the browser
window on the external monitor. Expected behavior: I am moving the
browser window on the display I am touching.
