[Bug 1338604] Re: indicator shows 25% charge but phone runs out of battery
Ran the command, it shows 9%, so it's pretty clear this problem is with
the indicator. Yet the indicator is still white, and looks like at least
25% in the icon. If you open the battery indicator it correctly shows
"Charge level 9%" yet the color/state of the icon is not correct.
It should do the following:
- if charge level below 20%, the icon should be red
- the user should be warned with a notification when batter drops below 20% and again 10%
Currently there is no accurate indication the battery is about to run
out and the phone just dies, which is obviously not good.

Bug description:
build 116 on Nexus 4
- Use the phone for a while when not plugged in
- After extended use or being suspended, indicator shows about 25% charge (still white)
- Then phone completely dies, battery is empty as you can't turn it back on unless plugged in
Expected results:
indicator should turn red when battery level critical
user should be prompted that battery level critical
