I had similar problem (unable to unlock icon from launcher and rearrange
them). I found a workaround in
https://bugs.launchpad.net/ubuntu/+source/unity/+bug/1250314/comments/2
. After removing ~/.local/share/zeitgeist with all subdirs I had to
restart computer. After this I could unlock icon from launcher and
rearrange them.

  After updating to 14.04 I recently found that the right click on any
  icon on launcher shows the unlock from launcher button but when i try
  to do that it does not unlock the icon from launcher
