  Applications need a way to create dynamic icons

Bug description:
  They need it, but how should we do it?  That's not clear, but the fact
  that some applications need to be able to create icons on-the-fly or
  adapt others is clear.  It needs to be able to be appropriately
  themable and resizable without complicating the interface.
