Indicator applet switch-user list includes "locked" users

Bug description:
Ubuntu 12.04
When I click on my name in the indicator applet, the first option is
"switch user account", followed by a list of users. However, if a
user is locked ("passwd -l ..."), the user still shows up; with six
unlocked users and six locked users, the list is to long to fit on
the screen.
More generally, there ought to be a way (configuration file?) to
exclude certain users from that list, even without locking their
accounts.
<https://wiki.ubuntu.com/SystemMenu#accounts>: "Next should be a
“Guest Session” item (if the system allows it), and radio items for up
to 12 of the user accounts that can log in ... Test case: Create a new
user account. Open the system menu; the new account should be present.
Lock the account using “sudo passwd -l”, and open the menu again; the
account should be absent. Unlock the account using “sudo password -u”,
and open the menu again; the account should be present once more."
