Bug description:
  I am getting high cpu and ram usage from unity-panel-service on 13.10.
  Maybe bug 1199877 isn't fixed?

  My laptop was crawling and swapping like mad, ran top and found unity-
  panel-service at the top. Killed it and all is happy again.
